Preheat oven to 350°F. Arrange cookie dough in a single layer in a lightly greased foil-lined 13-x 9-inch baking pan. Using floured hands, press dough together to completely cover bottom of pan.
Place sandwich cookies in a single layer over dough.
Prepare brownie mix according to package directions using oil, water, and 2 eggs; pour over cookies.
Beat cream cheese and sugar in a bowl with a mixer at medium speed until smooth. Add 1 egg, peanut butter, and vanilla, beating until blended.
Drop mixture by tablespoonfuls over brownie batter; swirl batters together with a knife.
Bake 50 to 60 minutes or until a wooden pick inserted in center comes out clean. Cover pan lightly with foil to prevent excess browning, if necessary. Cool completely before cutting.
