Add tomato paste, 1 Tbsp mint, salt, cinnamon, and pepper, stirring to coat beef. Cook 2 to 3 minutes or until thoroughly heated.
Add water; bring to a boil. Add orzo; stir. Cover, reduce heat, and simmer 10 minutes or until orzo is done, stirring occasionally. Sprinkle with 1 Tbsp mint.
