Cut eggs in half lengthwise; remove yolks to a bowl. Mash yolks until smooth. Stir in ham, celery, mayonnaise, mustard, green onion, dill, tarragon, pepper, and salt until blended.
Spoon egg yolk mixture into egg whites. Serve immediately, or chill up to 1 day.
