Reduce heat to medium; stir in chicken, 1 cup salsa, chili powder, and cumin; cook 6 to 8 minutes or until thickened.
Spread chicken mixture down middle of each tortilla; sprinkle with cheese. Roll up tortillas, and place, seam sides down, on a large foil-lined baking sheet. Spray tortillas with cooking spray.
Bake 10 minutes or until golden brown. Stir together sour cream and green onions. Serve taquitos with sour cream mixture and remaining salsa.
