Cook beef and onion in a large nonstick skillet over medium-high heat until browned and crumbly. Drain, return to skillet, and add fajita seasoning and ¼ cup water. Simmer 1 to 2 minutes. Stir in salsa.
Cook rice according to package directions. Toss together beans and rice; season with salt and pepper, if desired.
Arrange lettuce, beef mixture, and rice and beans in each bowl. Top with cheese, chips, and, if desired, additional salsa and other favorite toppings.
