Heat both oils in a large nonstick skillet over medium-high heat. Lightly season chicken with salt and pepper; brown in hot oil 3 minutes per side.
Stir together garlic, honey, soy sauce, and vinegar; pour over chicken in skillet. Cover, reduce heat, and simmer 10 minutes or until chicken is done; uncover and cook 3 minutes or until sauce is syrupy. Sprinkle with green onions before serving.
