Cook beef, onion, bell pepper, and garlic in a large, deep skillet over medium-high heat until beef is browned and crumbly; drain and return to skillet.
Stir in tomatoes, tomato sauce, milk, broth, Worcestershire, and Dijon. Bring to a boil. Stir in uncooked macaroni; reduce heat, and simmer, covered, 12 to 15 minutes or until pasta is tender. Stir in 1½ cups cheese until melted. Sprinkle with ½ cup cheese; let stand until melted.
